Many users in german wikipedia don't like this kind of welcome message att all. Recently Global Echo has been activated and users got informed about masses of such messages on many projects and complained about it.
In my case: I have a global user page. In this project it should display (if I am not mistaken) a babel box "kab-0". This should make perfectly clear, that I am not a new user who needs to be welcomed and that I do not know, how to read your language. Never the less I got a welcome. Maybe you can do something about this unwellcome wellcome.
